Melting ice Caps

With fresh drinking water becoming a bigger and bigger issue every day, you would imagine that people would perhaps be thinking ahead to the days when there's none left. Hoarding might be an interesting point of future contention. It would seem logical to squirrel some away for a non rainy day.

The big question therefore must be....Is water already being hoarded?

Are the ice caps really melting on their own? Or are there teams of Chinese and US miners drilling into the underbelly of the polar ice caps and making off with vast quantities of the most vital resource on the planet? Are there huge super tanker submarines parked under the ocean, guzzling like there's no tomorrow? Probably not. But it wouldn't surprise me a bit.
